All rules shall be governed by the USGA rules. The rules of golf should not be waived or altered; however, certain conditions and circumstances will be decided by the rules committee. If in doubt about a rule, please ask a member of the rules committee. Rule of thumb on drops – if it is a free drop, you get one club length. If there is a penalty, you get two club lengths.
1. Water Hazard: All water on this course is defined as a lateral water hazard. USGA definition – “All ground and water within the margin of the hazard are part of the lateral water hazard….A ball is in the lateral water hazard when it lies in or any part of it touches the lateral water hazard (the line itself is in the lateral water hazard).” All lakes with rocks are part of the water hazard. Rocks must not be touched or moved (1 stroke penalty). If ball lands beyond the rocks, it is considered to have cleared the hazard.
a. play it as it lies without penalty, without grounding your club
b. play it at the spot where you played the first ball, one stroke penalty
c. drop the ball within two club lengths of where the ball last crossed the hazard line, no closer to the hole, one stroke penalty
d. drop a ball on a line of the flagstick and the last place that the ball crossed the margin of the hazard, extending as far back as you want, one stroke penalty
e. drop on a point two club lengths from the margin of the hazard on the opposite side of the hazard equidistant from the hole
If the ball clears the hazard (hits beyond the red margin line) and rolls back into the water, you may take relief on that side of the hazard, one stroke penalty.
Relief from casual standing water from rain or sprinklers is a free drop one club length from the nearest point of relief no closer to the hole.
2. Rules for drop areas on Holes #2, #4, #13
a. ball played from tee into water hazard, go to drop area for your second shot with one stroke penalty (you are hitting three)
b. go to drop area for your first shot (you are hitting three)
Ball may be teed up on drop areas one time only (never on Hole #14). Drop areas are not used if your ball is hit out of bounds or any other place on the course (only if it went in the water hazard on the tee shot or subsequent shots on Hole #14).
3. Embedded ball may be lifted, cleaned and dropped no nearer the hole without penalty “through the green” (“…the whole area of the course except…the teeing ground and putting green of the hole being played; and …all hazards on the course”), which means you can lift, clean and drop in the rough, too. Ball completely embedded in sand bunker, play as it lies or take an unplayable lie penalty.
4. Free drop from all treed/flower beds with shell and tin borders. Staked trees also come under this rule.
5. Free relief from cart path and ground under repair is one club length from the
nearest point of relief no closer to the hole.
6. At no time is a ball played off St. Augustine grass. Ball is either out of bounds
or in a free drop area and should be played accordingly.
7. Out of bounds: White stakes (pipes) mark out of bounds areas (utility pipes without caps are not out of bounds markers). Roads on holes #9. 10, and 11 are out of bounds.
a. relief – play another ball from place where first ball was hit with one stroke penalty (stroke and distance). Ball may be reteed in teeing ground. A provisional ball must be played if you are not sure if the first ball went out of bounds.
b. Lost ball – relief is stroke and distance as above.
8. Winter rules apply all year. You may move your ball, using your club, within six
inches ONLY in the fairway and apron of the green (not in the rough).
9. Holes must be putted out (not gimmies or mulligans).
10. Waste area on right side of #14 fairway is a free drop.
11. Equitable Stroke Control (ESC) applies (except for Championship play and practice). In order to speed up play, pick up your ball after you have reached your maximum strokes (handicap 9 or less – double bogey; 10 through 19 – 7 strokes; 20 through 29 – 8 strokes; 30 through 39 – 9 strokes).
12. Any WGA member who is 75+ years old with a handicap of 39 or higher, may, if she chooses, tee up from the front of the ladies teeing area, regardless of where the tee markers are placed. Any WGA member with a permanent or temporary disability or special need should apply to the Rules Chairperson for special permission to use the front of the teeing area.

-Anticipate your next shot, be prepared when it is your turn.
-The player who is away plays and putts first.
-Play “ READY GOLF” if agreed upon by your foursome.
-Leave green quickly when finished putting.

-Let group behind play through if one hole is open in front of you.
2.Place sand in divots, repair ball marks on green, rake sand bunkers.
3.Do not tee off, or play until all players in front are out of range.
4.Do not TALK , MOVE, or stand close behind when player is addressing ball, whether on the tee box or in the fairway.
5.Count strokes as you play, do not recount the hole on the green after play.
6.When on green, do not stand in another player’s lie. Do not stand within the putters eyesight when they are putting.
7.Mark you ball on green: behind the ball , not front or side.
8.Play continuous putting unless in another players lie: however it is the players choice to putt continuously.
CLWGA RULES CLARIFICATION 2011
A. All beds of palm trees and pampas grass on the golf course side of cart path are free drops, 1 club length from nearest point of relief no closer to the hole.
B. All lakes are considered lateral water hazards. These may be marked by a red line. Relief is 2 club lengths from where ball last crossed the margin (red line) no closer to the hole (or other relief as allowed by the USGA).
C. If ball is on road side or house side of cart path on holes #10, #16, or #18 and is known or virtually certain to be in planted area or St. Augustine grass not out of bounds, you get a free drop even if the ball is not found.
D. No gimmies.
E. Lift, clean and place on Cart Path Only days except in a hazard, unless specified by the Tournament Committee.
F. Ball embedded in fairways and rough can be lifted, cleaned and dropped except on the green or teeing ground of the hole being played or in a hazard.
Hole #1 – Fence behind green delineates Out of Bounds (must replay the stroke if beyond it). Tree on right side of fairway is free drop. Grass is in play on the non-fairway side of the cart path (not St. Augistine grass). Play ball as it lies or take unplayable lie penalty (as always, you must be able to take a stance or move ball appropriately to be able to do so without penalty).
Hole #3 – Ball on left side of cart path is in play. Heavily wooded area where grass is not mowed is a lateral water hazard. No relief from large tree near bunker. Trees to right of green are in play.
Hole #4 – Ball crossing over cart path at back of green into mulched/shell area gets free lift from closest side of area, no closer to the hole. Ball in water behind green, use lateral water hazard relief.
Hole #5 – Palm trees and pampas to left of hazard is a planted area with free lift. Ball in St. Augustine grass on left side of water hazard is out of bounds, retee with stroke and distance penalty.
Hole #7 – Trees on right side of fairway are in play (unless in shell tin bordered area). Can take unplayable lie penalty.
Hole #8 – Tree on right side of fairway is ground under repair with a free drop. Ball coming to rest on cart path, rocks, or bridge to left of green is considered in a lateral hazard. If ball is in rocks on left of bunker, use lateral water hazard relief (no free drop).
Hole #9 – Free drop from rocks to left of cart path if not out of bounds. Rocks behind green is free drop. Rocks to right of cart path (left of pond) is in the hazard.
Hole #12 – Ball hit to left side of fairway in woods through the back of the green take relief as lateral hazard.
Hole #13 – Ball on St. Augustine grass behind houses on the left of the water and not out of bounds, take relief on opposite side of water, no closer to the hole with no penalty.
Hole #14 – Waste area is free drop. If ball is in second lake, play from point of entry (with lateral water hazard relief) or from drop area (cannot be teed up) with one stroke penalty. If ball hits the pilings and goes backwards into the water, you have not cleared the hazard. If ball flies across the green without touching land and lands in the water, relief is from that side of hole where ball last crossed the margin of the hazard.

ARTICLE I - NAME and OBJECTIVES
Section 1 - Name
The name of this golf organization shall be “Crane Lakes
Women’s Golf Association”, hereafter known as the WGA.
Section 2 - Objective and Purpose
The objective and purpose of the WGA shall be:
To promote golf and interest in the game of golf for the women
of Crane Lakes Golf Club. There shall be an 18-hole group with
provisions for a 9-hole group. This shall be a non-profit organization,
which will promote fellowship, hold meetings, sponsor tournaments
and league day play for the benefit of the members. All participants
in any tournament or league play must have an established handicap.
ARTICLE II - MEMBERSHIP
Section 1 - Eligibility
A. Membership shall be open to all women age eighteen (18) or
over who are present residents of Crane Lakes and a member
of the Crane Lakes Golf Club. The Membership
Committee must approve applicants for membership. The term
of one (l) year.
B. New members will not be eligible to play until they have an established USGA handicap or submit five (5)18-hole score cards or ten (10) 9-hole score cards to the Membership Chairperson. A member who has a handicap greater than 39 will be required to play to a thirty- nine (39) in League tournament play.
C. USGA rules apply with the addition of any local rules.
D. One must be an active member of the WGA and meet all terms and
conditions of the Constitution and By-Laws, to be eligible to play in tournaments.
E. All members shall uphold the rules, laws and etiquette of golf as
set forth by the USGA and to accept and observe all decisions of
the Board of Directors as set forth in these By-Laws.
F. Guests may be invited to play on league play days, but only on play
your own ball days. Each guest may play a maximum of three (3) times per year. Guests shall pay the regular green fees (if applicable), but may not compete for prizes.
Section 2 - Privileges
All members of the WGA shall have the right to:
1. Attend and vote at all general membership meetings
of the WGA.
2. Participate in all tournaments and/or league day play with the exception of the Club Championship. Members must
play in 10 league day games using her own 18-hole score
starting the current season following the Club Championship.
3. Serve on any committee appointed or elected by the WGA.
4. Hold any office within the WGA.
Section 3. Obligations
Each member shall be assessed an amount determined by the
Board of Directors for annual dues. Dues are due by the
first league day in January. Members shall not play until dues
are paid. These fees shall be used for necessary expenses, prizes
and membership functions.
ARTICLE III - OFFICERS
Section 1 - Governing Body
A. Board of Directors
The governing body, hereafter known as “The Board of
Directors”, shall consist of a President, Vice-President, Secretary,
Treasurer, and the Chairperson of all Committees. The manner in
which directors are elected or appointed shall be regulated by
the Constitution and By-Laws. Officers and Chairpersons shall be
year round playing members.
B. Officers
1. Officers shall perform duties for one (1) year.
2. If an officer resigns or becomes incapacitated during the year
the Board of Directors shall appoint a replacement for the un-expired
term.
3. No office shall be held for more than two (2) consecutive years by one (1) individual.
4. At the end of each term, officers shall have records current and
relinquish them to the newly elected officers.
C. Officer Elections
Officer elections shall be held in October. Announcement of the new Officers shall be posted on the WGA Bulletin Board located at the
Pro Shop and emailed to all WGA members.
Section 2 - Duties of Officers
A. President
1. Preside at all WGA board and general membership meetings.
2. Appoint all Committee Chairpersons, including the 9-hole group
and serve as ex-officio on all committees, except the Nominating
Committee.
3. Oversee all activities.
B. Vice-President
1. Preside at all meetings of the WGA in the absence
of the President.
2. Responsible for reviewing the Constitution and By-Laws annually.
3. Assist the President, at the President’s request, in
promoting the activities of the WGA.
C. Secretary
1. Keep minutes of all WGA meetings.
2. Advise members and publicize date and time of meeting.
3. Handle all correspondence.
4. Post minutes of general membership meetings on the WGA
bulletin board located at the Pro Shop.
D. Treasurer
1. Collect all dues and keep proper records of all members.
2. Receive and distribute funds as required.
3. Present a written report at all meetings.
4. Assist, in cooperation with the Board of Directors, in
preparing an annual budget.
5. Prepare and present a year-end statement.
ARTICLE IV - COMMITTEES
Section 1 - Standing Committees
A. Membership
1. Take action on all applications for membership.
(Refer to Article II Section 1 (B)
2. Keep an updated membership list.
3. Assist the Treasurer in collection of dues.
4. Report at all meetings.
5. Make the WGA known to prospective members.
B. Tournament
This committee shall consult with the Golf Professional.
1. Set up dates and types of tournaments for members.
2. Report at all meetings.
C. Publicity/Historian
1. Responsible for submitting any newsworthy articles to
newspapers and the Crane Courier.
2. Keep a record of all press releases with an account of all
activities. This shall become a permanent part of official
history.
D. Rules
The Rules Committee shall consist of the Rules Committee
Chairperson, Committee Members and the Club Professional.
This Committee shall consist of five (5) or more members.
1. Responsible for preparing a list of local rules which will
apply only to the WGA, and acquainting the members
with these local rules.
2. This chairperson along with her committee shall settle all
disputes in accordance with the USGA rules. WGA
members should report any infraction of rules to the
Rules Committee in writing.
3. Advise all members of any changes in USGA rules and
remind them of adherence to all rules.
4. The Rules Committee may bring conduct or non-adherence
to the rules to the attention of the Board of Directors for
discussion and further action.
E. Social
The committee arranges social events and the Annual Banquet.
F. Sunshine
Send cards or greetings to all members who are ill or
suffering a loss.
G. Handicap
1. Assist members in posting scores to establish a
fair and accurate handicap.
2. Keep a book with a page for each member
to record scores to show improvement.
3. Post results of each tournament on the WGA bulletin
board located at the Pro Shop.
4. Keep a master guest list.
H. 9 - Hole Group
1. Appoint one (1) representative for up to six (6) 9-hole
members with a maximum of two (2) representatives for the 9-hole group.
2. Set up types of tournaments.
3. Post scores and keep a record of all pars and birdies.
Section 2 - Special Committees
A. Nominating
1. Prepare a slate of officers to be presented at the appropriate
general membership meeting. Nominations may also be
made from the floor, with prior approval from the nominee.
2. Prepare official ballot with instructions for handling ballots
for the officers election.
3. The committee shall conduct the officers election as set forth
in ARTICLE III - Officers, Section 1- Governing Body,
C. Officer Elections.
B. By-Laws
The Vice President shall serve as the By-Laws Chairperson and
appoints at least four (4) members of the WGA to serve on the committee. The committee shall follow the provisions as set

ARTICLE V - MEETINGS
Section 1 - Date and Locations
A. Board meetings shall be held quarterly or as needed with the
date, time and location announced.
B. General membership meetings shall be held at least three (3)
times during the year. At least forty percent (40%) of the
entire membership must be present to vote on any proposal
except By-Laws Amendments. A majority vote of those in
attendance is required for approval.
C. The President can request a special meeting. At least
twenty-five percent (25%) of the entire membership must
be present. A majority vote of those in attendance is
required for approval..
Section 2 - Procedure
A. The meetings of the WGA shall follow the following format as
closely as possible.
1. President calls the meeting to order.
2. Secretary reads and has minutes approved.
3. Treasurer’s report read and approved.
4. Committee reports given.
5. Old business.
6. New business.
7. Announcements.
8. Meeting adjourned.
ARTICLE VI - BY-LAWS AMENDMENTS
Section 1 - Procedure
The Constitution and By-Laws may be amended by the following procedure.
A. The proposed amendment is written and submitted to the
chairperson of the By-Laws Committee..
B. The chairperson checks the proposed amendment for conflicts
with this Constitution and By-Laws.
C. The committee reviews the proposed amendment.
D. The proposed amendment is then presented to the Board of
Directors for consideration within 30 days.
E. The proposed amendment is then given to the general
membership in writing.
F. The proposed amendment is voted on at a general membership
meeting, which shall be scheduled within thirty (30) days
after the members received the proposed amendment.
G. A majority of the entire membership of the WGA must be present
at the general membership meeting to constitute a quorum.
A majority vote of those in attendance is required for approval
of any proposed amendment to the By-Laws.
PARLIAMENTARY AUTHORITY
Roberts Rules of Order, newly revised shall be parliamentary authority
of the WGA where it is applicable, if they do not conflict with these
By-Laws, or with any laws in effect in the state of Florida
