CRANE LAKES HOMEOWNERS’ ASSOCIATION, INC.

Minutes of the Board of Directors’ Meeting
June 6, 2011

A Regular meeting of the Board of Directors of the Crane Lakes Homeowners’ Association, Inc. took place on Monday, June 6, 2011, in the clubhouse ballroom.  The meeting was called to order at 3:00 p.m. with 5 Board members present.   Fran Blysak and Chuck Johnson were absent.  There was a quorum.  The Pledge of Allegiance was recited and a moment of silence was held to remember our deceased friends and neighbors and to honor our military forces.

On a motion made by Sam Scholtz, seconded by Bill Hawkins and carried unanimously it was:

RESOLVED:  That the reading of the minutes of the Regular Board of Directors Meeting of the Crane Lakes Homeowners’ Association, Inc., held on May 2, 2011, be waived inasmuch as copies had been furnished to all directors in advance of the meeting.

On a motion made by Terry Terranera, seconded by Bill Hawkins , and carried unanimously it was:

RESOLVED:  That the minutes of the Regular Board of Directors Meeting of the Crane Lakes Homeowners’ Association, Inc., held on May 2, 2011, be accepted as submitted.

Treasurer:  Copies of the monthly report had been furnished to all directors in advance of the meeting and a copy is attached.  There were no questions and the report was accepted for filling.   President Mike advised that a letter (attached) was received from Chuck Husbands, chair of the Finance Committee which stated that he, Bill Neilson and Chuck Johnson have completed the review of the financial records for the 1st Quarter of 2011, and that all of the financial records are accurate and fairly represent the transactions of the HOA during the stated timeframe.  One question was answered regarding the Performers figures.

President’s Report:  Mike said we have purchased and are now using the new digital voice recorder.  Bill Hawkins added that it has 5 files and will hold 500 hours.  Secretary Barbara thanked Bill for doing all the investigation on the various recorders and then picking it up at the store.  Also Bill Hawkins will be tending the recorder during future meetings.  Mike advised that the Board had a meeting with Management on May 17th and mentioned a few of the areas that were discussed including a new message board for the ballroom and the new speaker wiring.  There was also a discussion on the loud music from the Roost  during a recent event.

Board Member Participation:  Secretary Barbara advised that we are signed up for a discount at Factory Card Outlet  and gave the information to Doreen Barca, chair of the Activities Committee.  Bill Hawkins said there is a new posting board in the mailroom for non-HOA news, he also said that Management will be replacing the “NO SWIMMING” signs on the Taylor Road lakes.   Mike also thanked Wif Lesperance for keeping the mail delivery going.

Committee reports:  Terry Terranera standing in for Cathy McNees chair of the Welcoming Committee, advised there were about 33 new residents but only 10 of them are here now.  Cathy invited them to the ice cream social and gave out welcome packs which included gift certificates from the Roost for a meal plus a gift certificate from Crane Lakes Golf Course.  Diane Grzelak, Bingo chair advised there were 89 players last week, and that they love the new paper cards.  Bingo may be canceled this week due to work in the ballroom.  Ticket for events will still be sold.  Diane also said they have sold 2 Crane Lakes cookbooks.  Carol Neilson, chair of the Bereavement Committee read a letter (attached) about some changes her committee is making.  The changes will be passed on to the P&P Committee.   Dick Lesperance said there have been 54 tickets sold for the Daytona Cubs baseball game.  Dick then explained that a decorator had been hired to handle the changes in the ballroom and there is painting going on now and carpeting squares will be installed in a couple of weeks.   Mike said there were carpet samples in the office if anyone wants to see them.  There was a question about the algae in the lakes and Dick said he would check on it.  Doreen Barca, chair of the Activities Committee spoke about the July 2nd BBQ, and said you can bring games to play and there will also be music if you want to dance.  She also went over some additional upcoming events.

Unfinished Business:  Mike discussed Dave DeWeil’s letter (attached) regarding having the Block Captains take over the intra-community mail delivery. Mike mentioned that would still make the HOA responsible and since the mail is being delivered by volunteers now and that seems to be working let’s leave it alone.  It was also mentioned that the Mail Delivery P&P needs to be removed from the manuals and Secretary Barbara will follow up on that.

New business:  There was a proposal (attached) to have in-wall wiring installed in the ballroom for the “stand” speakers.  The price not to exceed $200.00.  After a discussion, on a motion to accept made by Bill Hawkins and seconded by Sam Scholtz the proposal was passed unanimously.    There was another suggested proposal to purchase a new bulletin board for the ballroom.  After a discussion it was decided that more information including pricing and possible locations to install were needed, as well as additional input from Management before any type of bulletin board was purchased.

Diane Grzelak and Ed Vetter spoke on behalf of the “Wounded Warriors Organization”.  There was a proposal (attached) to have the HOA’s share of the 50/50’s from Bingo for a period of 5 weeks be donated to the “Wounded Warriors Organization”,  in honor of the 4th of July.    After a discussion, on a motion to accept made by Sam Scholtz and seconded by Bill Hawkins the proposal was passed unanimously.

The 500 Club winners were, Jim Austin - $500.00, and Dot Decker - $10.00.

Members participation:  A member questioned previous expenditure for microphones plus on/off switch and now in-wall jacks.  Explained most of the expense was already in the approved 2011 budget.

There being no further business to come before the Board, on a motion made by Sam Scholtz and seconded by Terry Terranera and carried unanimously, at 4:30 p.m. the meeting was ADJOURNED.

Respectfully submitted,

Barbara Bashaw II

CRANE LAKES HOMEOWNERS’ ASSOCIATION, INC.
Minutes of the Annual Meeting
  March 10, 2011

The Annual Meeting of the Crane Lakes Homeowners’ Association, Inc. took place on March 10, 2011, in the clubhouse ballroom.  The meeting was called to order at 7:00 p.m. with all 7 members of the Board of Directors present.  The President reminded us that all cell phones and pagers should be turned off.  He also advised everyone to please state their names and addresses and keep remarks to 2 minutes or less.  We then recited the Pledge of Allegiance to the Flag followed by a moment of silence to remember our troops and our deceased and sick relatives and friends.

President Mike advised that the Proof of Notice Affidavit for both mailings has been provided by Election Committee Chairperson John McMenamin and all requirements have been met.  Affidavits are attached.

The Chair of the Election Committee, John McMenamin advised that the needed quorum of 247 has been met.

A motion was made by Barb Hawkins and seconded by Bill McCollum to waive the reading of the February 10, 2011, Informational Meeting minutes, copies of which had been distributed to the members.  The motion passed by a voice vote.  There were no corrections or additions to the minutes.  A motion was made by Carole Ille and seconded by Chuck Johnson, to accept the minutes of the February 10, 2011, Informational Meeting as presented.  The motion passed by a voice vote.

The Treasurer’s monthly report, a copy of which is attached and which had also been distributed to the membership, was accepted for filing.

The Treasurer then moved that the proposed 2011 Budget be approved. The motion was seconded by Carole Ille.  During discussion, Ron Leuci made a motion to amend the budget to include $1200.00, for an additional AED unit.  The motion was ruled out of order.  Additional discussion included that the budget was not set in stone and that the Board has repeatedly asked for a proposal which has not been received for the 2nd AED .  President Mike advised again that we need the information so that we can make our proposal to Management and see if they would be willing to participate in the purchase.  Once we know what amount the HOA would have to pay, the Board could then vote on the expense.  Several members called for the “question”.

Presidents Report:  President Mike thanked everyone present for attending and additionally thanked all members who mailed in their proxies.  He also thanked the election committee for all their work.  Mike advised he would hold the rest of his remarks until after the balloting.

Committee Reports:  The Activities Chair Doreen Barca reported that except for June and July the calendar is full, and went over some of the up-coming events.  She also invited members to attend the monthly Activities meetings.

Block Captains Chair James Schisler welcomed Phil Hembdt as a substitute block captain.

FMO Chair James Schisler showed us a new just revised HOA Manual.  Normally $15.00, but he is able to buy them for $9.00.  He will post his full report.  A question was answered on why tag prices are charged on length and not square footage.  Next meeting will be March 4th at Hawthorn Hills. (report attached)

Facilities and Grounds chair Dick Lesperance was ill and President Mike reminded residents to use the Comments/Complaints form for problems and Dick will follow-up.

Carole Ille gave the Membership report advising that to date, we have 491 HOA members for 2011.

Sr. Expo Co-Chair VP Fran Blysak updated us and said that there are about 53 vendors expected and went over some of the companies that would be present.

Bingo Chair Diane Grzelak said that tickets for the Performers‘ show are still for sale and reminded us that because of high attendance at Bingo, the tickets are on the other side (of the front door) now.  The number of Bingo players continues to increase and there was recently a $200.00, cover-all.  She would like to be able to use the new wireless microphones.  President Mike asked James Schisler to help train her.

500 Club Chair Barb Hawkins read the bonus numbers and the drawing winners were:  $500.00, Lorraine Meifert, and $10.00, Carole Ille.

President Mike then read the attached Resolution nominating Barbara Bashaw, Chuck Johnson and Sam Scholtz to stand for election for the 4 available seats on the Board of Directors of the Crane Lakes Homeowners’ Association Inc.  To serve until the Annual Meeting of 2014 or until their successors are elected and qualified.  The motion was seconded by Barb Hawkins.

The President then called for nominations from the floor the 1st time and there was a motion by Kurt Gripentrog to nominate John Lengyel to the Board.  The motion was seconded by Sam Scholtz and Dick Gherlone.  John accepted the nomination and gave a brief up-date on his past HOA experience.  There was then a motion by Carole Ille to nominate Terry Terranera to the Board.  The motion was seconded by William McCollum.  Terry accepted the nomination and gave a brief description of his background and pledged to represent the members and what they wanted.   The President then called for nominations for the 2nd time and 3rd time.  There being no further nominations from the floor, Diane Grzelak moved to close the nominations.  The motion was seconded by Mary Tully and passed by a voice vote.  A reminder that there are 2 items on the ballot; voting for the Directors and voting on the budget.

Those members who were voting by ballot were given instructions on how to fill the ballot out and to remember to also vote on the budget.

The Ballots were then collected.

During Board members participation, Carole Ille thanked everyone for their past support and Bill Neilson advised he worked to make sure every dollar was accounted for.

Unfinished Business included a discussion on members concerns and suggestions on Brighthouse’s service.  President Mike explaining the current contract expired in 2013.  Management is hoping to have several options with expanded services available and that we will keep the membership advised on the progress.  Also a discussion that residents may change their services directly with Brighthouse anytime they wish.

New Business:  President Mike explained the 2 resolutions that were passed at the last Board meeting.  One was regarding events being organized and run by Crane Lakes resident volunteers and not hiring outside people or companies to run an event without prior Board approval.  The second was to make ticket selling

uniform.  Diane Grzelak feels that “big” events need to start earlier so they don’t interfere with the large Bingo crowds.  There was additional discussion and it was mentioned that as long as the time is posted on all publicity the chair may start ticket sales on any day or time needed.  A member asked about the missing sign board and was advised that the security tapes did not cover that area and that a new sign would cost around $150.00.

President Mike thanked outgoing Board members Carole Ille, Bill Nielson and Gene Graves and presented them with certificates of appreciation and thanked Barbara Bashaw, Fran Blysak and Bill Hawkins who will be remaining for their help and support this past year.

Members were also asked for their input on how many Informational meetings they would suggest be held in the coming year.  Just let us know if you have any ideas, we’ll be working on the calendar.

Secretary Barbara announced the results of the vote.  The budget was accepted with 298 in favor and 10 nos.   The three nominated candidates were running unopposed and were elected by acclamation and Terry Terranera was elected by ballot.  (Election results attached)

A reminder to attend the April 14th Information meeting, where we will have Mary Martin, who is the past Vice-Mayor of Port Orange installing the new Board. There  will be light refreshments.

An announcement was made that there will be a meeting immediately following adjournment to elect officers.  Anyone who wishes to attend, may do so.

On a motion made by Diane Grzelak, seconded by Joyce Brown and passed by a voice vote, the meeting was adjourned at 9:15 p.m.
